This psychic reading given by Edgar Cayce at his office, 115 West 35th Street, Virginia Beach, Va., this 14th day of July, 1929, in accordance with request made by the Board of Governors of the Association of National Investigators, Inc., through Morton Blumenthal and Thomas B. Brown.

R E A D I N G

1. GC: You will have before you the report of the Board of Governors of the Association of National Investigators, which I hold in my hand, which report is to be submitted to the Board of Trustees of the Association at the next annual meeting of July 27th. You will take this report, proposition by proposition, as I give them to you. You will make any corrections or amendments needed to any of these propositions. You will answer any questions concerning same.

2. EC: Yes, we have reports as given here. Now, we find there has been information given as to how the governors of same should act as respecting such report to the Board of Trustees. There has been an outline given as to the duties of the various committees, and how, when, where, and why they should act, and also as to how the cooperative spirit must prevail, would the work as is to be accomplished through this Board be performed.

3. In this present report, these we find conform to many of the ideas and SOME of the ideals. Be sure there is not too much difference made in ideas and ideals, for, as has so oft been given, these must of necessity, for the accomplishment of the purport of teaching, training, and giving to a waiting world the individual truths as may be exemplified in the individuals' lives, until that or those individuals may become one with that purport as is being set forth - an IDEA may be beautiful, may be wonderful, but without the background of an IDEAL becomes as but sounding brass, or as the gourd without water.

4. In these things, then, let each be mindful of that place, that niche, that purport each is to fill, and FILL that with ALL of the power, might, strength, that lies within that body! So cooperate with other individuals, working in their individual capacities, that the whole purport may be as one, even as the Father and I are one in you. I speak not of

myself, but that ye may know the truth, even as delivered in the day when I walked among men and became known as the Son of Man, and the saviour of a beknighted race. Here, my brethren, ye are come again to fulfill, in this place, a glorious principle, a glorious article of work among the sons of man. Let each, then, in that power that may be gained in that association of the forces as manifest through each, become one in purpose.

5. Ready for propositions.

6. (Q) It has been suggested that the president of the Association of National Investigators, Inc., present at the next meeting of the Board of Trustees of that body, a short article incorporating therein his views of the primary aims of the Association his views of attainment thereof. Realizing that many of the Trustees have not the same ideas as to the primary purport of the Association, we would ask now if the above presentation of President Blumenthal's understanding of the Association's primary purport would be proper and helpful at this time. (A) It would.

7. (Q) The Board of Governors is to be in executive session every third Tuesday of each month. Any suggestions for the betterment of the functioning or executive management of the organization shall be referred in writing to the Chairman of the Board of Governors, Mr. David E. Kahn, at his office, 206 Lexington Ave., New York City. (A) Correct. This should be done.

8. (Q) All trustees and chairmen of various committees will be expected to send communications pertaining to the executives' management of the Association or any of its branches. (A) They should, if they have anything to report.

9. (Q) The Board of Governors recommends:- 1. The creation of an office, the title to be Director of Readings. This director of Readings shall hold office until the next regular election of officers, at which time the office becomes elective, as all other officials of the organization. (A) Dependent upon that which is signified as "Director of Readings". This well to be considered, as others.

10. (Q) The duties of the Director of Readings shall be the conducting of all readings. However, in exceptional cases other members of the Board of Trustees may take readings, providing they first obtain consent of the Director of Readings. (A) Best to obtain consent of that from whom the readings would be obtained!

11. (Q) That Mrs. Gertrude Cayce be appointed to this position of Director of Readings with a salary of fifty dollars ($50.00) per month beginning July 1, 1929.

(A) Very good.

12. (Q) That all readings taken by the Director of Readings be filed by the Assistant Secretary [GD] of the Association, who shall have charge of same and be custodian of the files of the Association of National Investigators, Inc. (A) Impossible under the present directions. This must be ordered to meet the conditions under which things are operating at the present time. [GD's note: The Cayce Hospital sec'ty had charge of all copies filed in her office under LS.]

13. (Q) Only authorized individuals shall be permitted to apply to the secretary for permission to take readings from the files, or to have copies of same sent to them; which permission must first be obtained by such an authorized individual from the secretary of the Association before such a request can be granted by the assistant secretary. (A) Conform to that as has been given, as such corrections must be made under the present conditions of operations, and as that is set forth. Then correct. [GD's note: Two sets of files; one in EC's office, one in Cayce Hospital office.]

14. (Q) Who should have charge of the files? (A) This may be operated in more than one way and manner. As at present the datastician is in charge of all files [the Cayce Hospital].

15. (Q) Only officers and trustees of the Association shall be considered as authorized individuals, who may secure readings from files other than their own readings. Where and when the secretary deems best, permission from the owner of a reading shall be obtained before permission is granted an authorized individual to obtain possession of, or read, a reading. (A) This, in its intent correct. In that as is under the present classifications of such, would seem ambiguous - but made correct with the conditions under which the Association is studying data for classification, would be made proper.

16. (Q) The owner of said reading shall be the one upon whose request the reading was made. (A) This conforming to same condition as has been outlined.

17. (Q) The Association of National Investigators, Inc., retains the right to use the information for all research purposes. (A) Correct.

18. (Q) There shall be at least one duplicate reading transcribed and kept in the files of the Association at Virginia Beach, at its main office, and there shall also be a copy in the hospital. (A) Correct.

19. (Q) The secretary shall have the right to deny without comment or explanation the request of an authorized

individual to secure readings from files, other than his or her own. Should the secretary deem it inadvisable to grant the request of an authorized individual to secure a reading or readings from files of the Association, then the individual may, at the next regular meeting of the Association's Board of Trustees, submit his request to that body, which body shall then and there act on it. The majority vote of the entire Board shall be deemed final determination, either yes or no, of the individual's request. (A) Correct, when made to conform to the powers created as to the custodian, in the division. In the division, as seen, two custodians must be made.

20. (Q) When the owner of a reading gives consent to an authorized individual to take the owner's reading from the files for reference, and so instructs the secretary, then the latter shall tender the reading, or copy thereof, to the applicant for same. All readings taken from files must be returned and the Board recommends that duplicate readings be furnished rather than the one already filed. (A) Then they should be paid for same. This should be made a portion of it!

21. (Q) The Chairman of the Board of Trustees, as an individual, without special permission shall have access at all times to all records of the Association, including the readings, regardless of their nature or kind. (A) Correct.

22. (Q) All readings at the hospital shall be in complete charge of the Chief of Staff, or his secretary or designated assistant. The secretary to the Chief of Staff shall be custodian of all the files of the hospital, and shall receive her instructions direct from the Chief of Staff in reference to the handling of these files at all times. (A) This would come rather under the supervision of the datastician. While, to be sure, those - while in charge of the secretary to the Chief of Staff shall be kept inviolate, all of records left, or while in that charge.

23. (Q) All readings issued from the files of the Association or from the hospital files shall be returned to custodian thereof. At no time shall these readings be left indiscriminately about to be read by unauthorized individuals. (A) This should be EMPHATIC!

24. (Q) All information given in personal readings of any nature whatsoever shall be considered strictly confidential. Any employee of the Association or hospital revealing information contained in readings, or other information that may be deemed personal to the owner of the reading, shall be considered to have committed an act against the best

interests of the Association, and the infringement shall be referred to the Board of Governors for action. (A) CORRECT!

25. (Q) The Conduct Of The Hospital. Regarding the management of the hospital, it is recommended:- 1. That the physician designated by the Board of Trustees as Chief of Staff have complete jurisdiction over employees of the hospital, members of his staff, and those matters pertaining to the health and welfare of the patients, in the hospital. The Chief of Staff with the approval of the Board of Governors may select assistants to carry out the functions of his office. (A) Correct.

26. (Q) The matron shall be selected by the Chief of Staff and shall have complete charge of all domestic servants and be responsible for their conduct and the proper care of the building and premises, exclusive of the grounds of the hospital building. All repairs and upkeep in the hospital building shall be under the direction of the Chief of Staff. The matron in charge shall be responsible for all general conditions and the comfort and welfare of the patients. (A) Right.

27. (Q) Any complaints as to the management of the hospital shall be registered with the secretary of the hospital, who in turn will refer same to the Chief of Staff, with a copy to the matron, who shall then give their personal attention to the matter. (A) Red tape!

28. (Q) All salaries of the employees and executives of the hospital shall be paid by check. The check shall be drawn upon presentation of a voucher signed by the Chief of Staff, or the matron, to the secretary of the hospital, and the secretary will then issue a check to the amount authorized by the voucher. The checks will then go to the auditor for proper entry, final checking, and will then be signed by him. Two signatures will be necessary for the payment of all checks. The name of the Chairman of the Board of Trustees shall appear on the left hand end of the check. This signature can be applied to an entire book of checks at one time, but the check is not payable unless authorized to be paid, without the two signatures written or the word "auditor" printed, and over the printed word "Secretary." A report will be made monthly to the Chairman of the Finance Committee as to the expenditures for the month, with vouchers attached and a budget for the ensuing month. The Chairman of this committee shall then endeavor to send sufficient money to cover the requirements of these two matters.

(A) Very good.

29. (Q) A petty cash fund of fifty dollars ($50.00) shall be maintained at all times by the secretary of the hospital for the disbursement of daily purchases by the Chief of Staff or the matron. (A) Very good.

30. (Q) The secretary-treasurer of the Association is authorized to spend moneys necessary for the routine operation of the Association in general, and for the salaries of all officials not connected with the hospital. Where any expenditure is exceptional to this usual routine or does not come under the head of necessary general expense for the routine running of the Association, and where such an expenditure exceeds the amount of one hundred dollars ($100.00), special authorization shall be obtained from the Finance Committee. A bond shall be obtained for the auditor of the Association as the usual and customary business procedure, to the amount of one thousand dollars ($1000.00). (A) Very good.

31. (Q) The grounds, exterior of the buildings, and new improvements, will be directly under the personal supervision of the Chairman of the Board of Trustees, under authorization of the Board of Trustees. (A) Very good.

32. (Q) All leaves of absence and vacations of active officials of the Association or employees shall be arranged by the executive head of the department and submitted to the Board of Governors at least two weeks in advance of the beginning of the vacation, in order that proper notice may be given all members. (A) Very good.

33. (Q) Publicity:- 1. The year book is referred to the Educational Committee and a special report from Dr. Brown and his associates is requested. (A) Very good. Committee should be composed of at least three.

34. (Q) Who would be suggested as the third member? At present it is Brown and Blumenthal - (A) And Bradley.

35. (Q) All publications of any sort shall be referred to the Chairman of the Educational Committee, who will in turn make his report to the Board of Governors for their action. (A) Very good. Brown chairman.

36. (Q) Any educational program, or matter pertaining to a school or the establishment of an educational center will be referred to the Educational Committee for its consideration? (A) Correct.

37. (Q) An editor should be appointed for all publications of the Association, whose duty it will be to properly edit and supervise such publications, including the year book. (A) Good.

38. (Q) Thomas J. Sugrue is recommended for the position as editor, for a period of one year, from July 1, 1929, to July 1, 1930, at a salary to be determined later. At the end of his one year appointment, if he has met with the approval of the Board of Trustees, he shall be permanently appointed to the position of editor. (A) Very good. Efficient.

39. (Q) It is further recommended that:- 1. The history of all patients be taken immediately on entrance to the Cayce hospital, incorporating all information obtainable as to patient's condition, previous treatment and previous doctors' or hospitals' diagnosis, conditions, and recommendations, and every detail pertinent to the ailment and general condition of the patient. As far as possible a full and complete history of the case to date shall be obtained. (A) Correct.

40. (Q) That a card be printed with the rules and regulations of all patients or guests entering the hospital as to their conduct, hours of meals, opening and closing of hospital doors, payments per week, extra meals, week-end rates and such other information as the patient should know before entering the hospital. (A) CORRECT!

41. (Q) Linden Shroyer be appointed auditor of the Association until the next regular election of the officials of the Association. (A) Not in keeping with some of the other things that's given! That very good.

42. (Q) What further suggestions as to rules of hospital or for better functioning of Association of National Investigators? (A) Do THESE, and then we can get some more!

43. (Q) Is the Doctor the one to make the rules regarding the patients - the printed card of rules? (A) Hospital Committee!

44. (Q) Should another auditor be employed other than Linden Shroyer? (A) Why?

45. (Q) What is meant by "not being in keeping"? (A) Here you are filling a job for an individual, when that same individual has been set out or designated for other conditions! yet these may be made one - but make them conform one with another! There has been set forth that Linden Shroyer has been designated for a special work, and

to assist occasionally in other ends. Now its setting out for something else to be undertaken by this body, which will require at least half his time! and the other won't be as quickly accomplished, with all of this!

46. (Q) Should Gladys Davis do this, under his direction? (A) If she remains at the hospital! This is the hospital, not the Association directions, that's being concerned. Just make these conform with each other! Not have the body employed for one position, then employ him for another! Combine the two! Make them conform! That's what is given!

47. (Q) Any other advice as to the proper management of the various departments of the Association? (A) There are many conditions that are connected, or with the Association, that are not considered altogether in the report as is given here. These, however, should come under their proper classification as were outlined in the first from the report of the various committees in their functioning, as they function and report to, as they do function - and if they don't function, fire 'em! As they function in their various connections and associations, and report to the Board of Governors, THEN we have action. These are very good.

48. (Q) Give advice how [165] and [900] should work together on the Educational Committee. (A) There'll be no trouble with these working together when once the purposes of each are understood by the other. Remember those associations and connections as have been in the purport and the life of each entity, and there will be seen that the purport is ONE in each, and their approach is only different.

49. (Q) Is our Educational Campaign being carried on efficiently, and properly? (A) Being carried on efficiently. Wouldn't be any use of the Educational Committee if it was wholly properly, but these will, as we find, FUNCTION in the proper way and manner when once these have gotten together on the action of the association in this direction.

50. (Q) Would it be well to go into the school of Professor Greene, that will begin in the fall at Va. Beach? (A) This opens, of course, another condition. Here we find conditions as are at at-variance to some of the purposes of Association. The purport of the school should be studied by the Association and the Educational Committee and assistance lended, or aid given, and these work together in MANY ways as will come about, and IN THIS way may there a better understanding come of "what its all about" - see?

51. (Q) Two custodians should have charge of the files -

(A) Two custodians, as has been suggested and as given, see?

52. (Q) What should be done regarding old readings, or the first readings? (A) Let that as has been given of old be an ensample. That which was gotten of old was gotten for our understanding. That which is anew in our heart and purpose, let that be set forth as the beginning of it, as set forth in how that these shall be kept.

53. (Q) Then copies of readings taken since the Association was formed should be copied? (A) Should be kept as they are at present, see? That is - now we find these conditions exist: Only those of physical readings are sent to the hospital, in the care of the one in charge of same, for study, for data to be gathered on same, see? Then eventually turned over to the one in charge, or datastician. Copies ALSO of all OTHER readings should be turned over to the datastician, beginning from the activity of the custodian or the datastician; not old ones.
