Time of Reading 3:35 to 3:55 P. M. Eastern War Time. ..., N.Y.

1. GC: You will have before you the entity [257] ..., N.Y., who has been offered a position on the War Production Board, Temporary Building E, Washington, D.C., under Mr. Jesse Maury and Mr. Bremer. Considering his work at Arthurdale and the manufacturing set-up, would he have time to take additional work in Washington? Should he accept the position as advisor on the Radio Board of War Production under Mr. Maury? If so, should he do it on a per diem basis or on a salary basis? You will answer the questions he has submitted, as I ask them:

2. EC: Yes, we have the body, the enquiring mind, [257].

3. As we find, the accepting of a place on the War Board, whether under the general management or specific, would put the entity in closer touch with the needs and the demands; as well as being able to contribute to the general defense; as well as in keeping with the propositions for which Arthurdale was originally organized.

4. It would be well for the body, as we find, to accept a place; preferably under Maury, but this should be considered as to whether that would be the channel under which the line of developments or transformation of activities in Arthurdale would be.

5. As we have indicated, there should be the attempt to retain special work and special activity of certain types of radios for Government. The general, or the changing into fuses, shells or the like would be better in keeping with those possibilities and probabilities in Arthurdale.

6. Ready for questions.

7. (Q) Should I accept on a per diem basis or on a salary basis? (A) This would rather be decided - or we would let it be decided by the Board rather than by self; though, as we find, it would be better on the per day basis.

8. (Q) How many days should I agree to devote to this work, and at the same time handle the Arthurdale Association? (A) Let this first be according to how much demand there will be, if the activities are projected in Arthurdale.

257-241 Page 2

Then, at least two, three to four days should be given to same, or certain periods out of certain periods, see?

9. (Q) Should I best work direct for Guthrie, assistant to Nelson, or Upton who is assistant to Maury? (A) As we find, it will come the better under Maury.

10. (Q) Considering recent radio order to stop all manufacturing April 22nd, should I plan fuses at Arthurdale or build desks for treasury? or bedroom furniture for Reynolds of the Dept. of Public Bldgs.? (A) We have indicated that this would come about. But, as indicated, there should be the attempt of the body to have the privilege of making certain ones for the Government. Some or all of these may be done, but we would change gradually into the various needs for the Government itself. As we find, the more this may be spread over and keep in touch with all the departments, the better it will be for the body and for the Arthurdale project.

11. (Q) Considering the meeting at Fada on Monday, will promises to build future radio be kept, since government man will be present? (A) Only can there be according to the allowments. This can't all be kept.

12. (Q) They promised me 50% of original production on 3,500 sets. Can I depend on receiving that, and should I plan on production at Arthurdale in accordance? (A) If these are for government, yes; if not, no!

13. (Q) Please advise me in accordance with last Rdg. as to how I can follow up leads from the possibilities and probabilities that have been offered me through the War Production Board, for my best opportunity to self and country, and at the same time to serve those who depend upon me? (A) Just become a part of same! If that is the offer - if it isn't, then keep in line with those things that may keep the body in the closest touch with the various departments - where there are the outlets for the manufacture of products needed in the varied departments, whether this be building desks, fuses, shells, bedroom furniture, radios or what. Whatever the Government demands, or is going to require, THAT be in the position to make in Arthurdale.

14. (Q) What is best conversion to suggest for radio factories to take on for war manufacture, considering their machinery and no longer building radio for commercial use? (A) For Arthurdale these will be one thing. For other manufacturers they may be something else. For Arthurdale these may be fuses, or shells. For others, some may be one, some may be another. This depends on the location, place, and those who are in management of same.

15. (Q) What are the best war products to consider that the Government will need most in the next year, that I can make in any of these organizations? (A) Shells and ammunitions; though there will be the needs for some of those the specialties as indicated - desks, benches, furniture and radios. These CAN be kept in this factory, see?

16. (Q) Is my plan to spend several weeks in Washington beginning Tuesday, to keep in close touch with various departments and activities in Washington, a practical manner in which to plan my future services? (A) A very practical manner, and it'll have to be something of the nature if it is to be carried on in the way as to be satisfactory to all concerned.

17. (Q) Considering my personal abilities and these changes which have just come, what responsibilities can I best take on and carry through perfectly? (A) These should be determined within self. Don't overstep self and do not underestimate abilities, but do not depend upon others to fulfill that ye may determine that is the channel for activity - unless you have already those in order that may be turned in the direction, and this would include Arthurdale only, as a manufacturing plant.

18. (Q) Considering all departments such as War Production Board, N.Y.A. activities and the Farm Security Branch of Agriculture - since I can have my choice of one or the other - which would be the best field of service? (A) As just indicated, that the body feels, that he is determined and convinced can be the best handled by its activities with the group for which it is responsible. Whether this is in making shovels, granaries, shells, furniture or what not. In whatever department it may come under! but stay closer to those of the nature that may be kept in the Arthurdale factory, and not dependent upon others - save in the advisory capacity to others obtain same, let contracts for other groups or the like.

19. (Q) The Treasury is considering giving an order through Arthurdale to Mersman Brothers for desks. Will this be a satisfactory operation for me to take on and carry through? (A) It isn't a very straight deal, Mr. [257]! This may be made satisfactory, but if you get away with it there's SOMEBODY going to question it!

20. (Q) Mrs. Roosevelt expressed her opinion that munitions would be good for Arthurdale. Who is the best man in the Dept. of Agriculture to discuss this matter? Wickard - Walker - Barr - or Ford? (A) As indicated, there are all of those branches that may

257-241 Page 4

be, must be considered. First, radio for the government, not for the trade. Desks, furniture of all kinds for government directed and owned offices. Then the materials, - as shells, munitions and the like, see? Only that as may be handled in Arthurdale may the body be responsible for. That as an advisory as to price, to place, to activities, to the conducting of such, of any of the other boards, may be well, of which the body may be a member - or in an advisory capacity.

21. (Q) Which is the best man in the Dept. of Agriculture, etc.? (A) That would all come under the regular channels for the activities in which the activities in Arthurdale are necessarily or naturally classed.

22. (Q) In the Army who is the best man to see - Gen'l Campbell or Gen'l Watson at the White House? (A) This should have little to do with the general activities, save as in satisfying them - and these have regular channels that are as a general supervision by either of these and not direct.

23. (Q) Would it be better to go thru the last two channels or go thru the Commissioner of Public Bldgs., Mr. W. E. Reynolds? (A) As has been indicated. This is outlined properly if the body will carry these through in that manner.
