1. GC: You will have before you the body and enquiring mind of [2002], present in this room. According to his understanding of information given him thru this channel, he visited Dr. Allen Chesney, Dean of Medical School at Johns Hopkins and was refused recognition of his past training to apply towards medical training, special or otherwise. The entity seeks further advice and clarification as to what his next steps should be. You will answer the questions he submits, as I ask them:
2. EC: Yes, we have the body, the enquiring mind, [2002], and the information that has been given through these channels - and the experience in conversation with Dean Chesney.
3. In interpreting the information, all considerations should be given as this:
4. If there were application made in the regular medical school for surgery, internal medicine OR some phase of same WHEN there were those questions arising with the draft board: - if the entity were already enrolled as such, the Army might give consideration, OR the Navy might give consideration.
5. Since there has been the call already for the period of registration that INCLUDES this entity's number, then this would be NOW termed as a manner of trying to escape or to forego.
6. Then make application in whatever branch of services chosen - Army or Navy - with the specific request for training BECAUSE OF that already had; either in surgery, first aid, ambulance corp or the like.
7. And thus may the body, with the least camp training, be listed in that of special training with the commission following same.
8. (Q) I would rather join the Navy than the Army. Is this advisable, rather than some other service? (A) If this is the desire, then through that branch of
2002-3 Page 2
service - with the acquaintance, with the activities, with the desires fully expressed - the entity may the sooner be given that specific training in that branch for which application is made.
9. (Q) Would this be proper - join the Navy now and ask for special training to result in a commission in the Medical Corp? If so, what special training should I ask for? (A) As indicated, not merely as a special or a medical corp training, but as for some special service of same; either surgery, eyes or GENERAL service in the Navy association or activity, see?
10. (Q) Should I make application for commission now in the Medical Corp or volunteer and ask for special training? (A) Volunteer and ASK for special training. THIS FITS the entity then in the position of the government activity of aiding. In the asking for commission first, the INDIVIDUAL activity is set ahead of the needs of that required in the government service, see?
11. (Q) Reports indicate that the draft board will call me in February. Should I volunteer now, or wait until February - until I am drafted? (A) If there would be the commission, make the application before being drafted. For, there is much more choice for those that volunteer than for those drafted.
12. (Q) What three months' training was referred to, which would enable me to be selected for a commission? (A) As has been indicated, IF there was made application before there had been the call for certain ages to register on certain days, the entity would have already been in training, see? Not as government, but government would have taken same into consideration - and given three months' training. NOW the approach is to volunteer, if there would be obtained the ability to be commissioned, with the training as may be given, or designated by the Navy, of that service entered.
13. (Q) Which of the following would be most preferable? (A) This would depend upon which arm of the service would be volunteered for. As for the Navy - first aid and surgery would be that chosen.
14. (Q) How about the Army? (A) Ambulance Corp and the First Aid activity.
15. (Q) Should I make application now to Johns Hopkins, or wait until Feb.? (A) The application, as WE find, will be indicated; that is, the branch, place or manner will be indicated FOR the entity when application is made to the branch of service. There will be questions as to which or what place. Then

choose Hopkins, see?
16. (Q) Any other advice that will be of help at this time? (A) Do not be afraid to indicate that training which has been had, also the years of service as the physiologist and physiotherapist, and all the branches of the activity. For, many of those in service that will pass upon the application know much about the needs and the abilities of such an one, and these will not all be medical men either!
