Time of Reading 3:40 P. M. Eastern Standard Time. Murray, Kentucky.

1. MB: Now you will have before you [5618] of ..., Kentucky, and his association with this organization, the Association of National Investigators, and answer this question: Will there be any difficulty in [5618] obtaining his registration in the State of Virginia under the State Medical Board, and are his credentials properly in shape? Give any further advice that will aid [5618] in preparing himself for the interview with the State Board and in beginning the work with the hospital of the Association of National Investigators.

2. EC: Yes, we have the body and those associations, and contemplated associations, with the organization known as the Association of National Investigators. Also that condition as regarding [5618] meeting with the State Board and registration for same to practice in state of Virginia.

3. Those credentials as have been prepared will be acceptable to the State Board, and it will only be necessary, under existent conditions, for [5618] to present himself at the time as will be specified by secretary of health and of the State Board to meet with same. Only two to three questions will be asked. All the credentials - and many other letters may be presented with credentials - these will all be acceptable to the State Board. Only present same and these credentials will prove satisfactory, and no trouble will be experienced with the State Board of Health by this doctor as is seen here. No further suggestions, then, as to that necessary regarding the Health or the State Board of the medical association.

4. As to the relations with the Association, the sooner the doctor is on the grounds, the better will be the conditions for the Association and for the doctor's connection with same - for the doctor should be a bonified resident of the county and the state BEFORE he begins the work or association with the hospital or institution, a member of the State Medical Society, a member of the County Medical

Society, both of the Norfolk and Princess Anne medical societies, or this will give the greater prestige to the work as will be carried forward with the Association, see?

5. (Q) When should the doctor come to Virginia Beach permanently? (A) As soon as the notification is given, or in or about December the 9th, the doctor will meet with the Board. Then he should establish residence immediately following same in the state and in the county in which he expects to practice.

6. That is all the questions on this reading.

7. But there is much that may be given as respecting the association of the physician with the institutional work. Much work is to be accomplished and is to be done by the doctor, for the institution, as it is contemplated being builded, must receive recognition from the county, from the counties, and from the state. These may and may not be unless the physician that is to be in charge is a resident of the state before the institutional is opened. Hence we see the necessity of that connection with the county, counties, the state, before application for charter to the institution as a hospital is made to the state medical authorities, or health commission, see? for this must be done before the institution is opened, and the necessary recognition received by physician in charge.

8. (Q) Will there be any trouble in getting that charter and recognition? (A) None, with the physician a resident of the state, a member of the state medical society, a member of the county and counties' medical societies, and a recognized resident of same.

9. (Q) How long does it take to establish a residence of the character here spoken of? (A) With the recognition of the credentials presented, the physician only establishes residence by living there. That begins from the time of the abode taken up.

10. (Q) The memberships to these societies, then, is only a matter of his own application? (A) Only a matter of his own application, after recognition by the State Society, State Medical Board - for with this recognition by the State Medical Board, with the membership already in the national or the American Medical Association, with the membership in the state in which he now practices, these are recognizable, and will be recognized by the state. The county must recognize the state's authority. The counties are glad to have such memberships that show that there is to be work carried on by a bonafide physician in good standing with the state and counties, see? The only application, then, is to the State Board of Health, after

the recognition by the State Medical Association.

11. (Q) Should the doctor make this application to the State Board of Health for his charter for the hospital? (A) After becoming a member of the State Medical Society, and a resident of the county, and a member of the County Medical Societies. Hence, immediately after being recognized in the state, take up residence there and make application for membership in the county medical societies. Two counties, see, comprise the association of the physician with such an institution - Norfolk and Princess Anne, as given, see?

12. (Q) Any doctors here in Virginia Beach or Norfolk, or vicinity, that could or would associate with the doctor - [6/4/27 See 254-35, Par. 17-A--20-A recommending Dr. Emerson Land to assist.] (A) ANY will associate with the doctor when the credentials are recognized. No necessity of association with any until such recognized. THEN the physician may associate with any he sees fit. Many would be suggested - such as Leigh [Southgate Leigh], Old [Levi Old], Clarion [?] Davis, Woodhouse [Robert W. Woodhouse], Land [Emerson Land], any of these.

13. (Q) Any further advice to [5618] in this matter? (A) Send in the papers! Get busy if he wants the position!

14. That is all the questions to this reading.

15. We are through with this reading for the present.
